Cant download anything

Today I had a problem about 50% of web pages would not load, on ie firefox or on chrome, on chrome I got this message Error 324 (net::ERR_EMPTY_RESPONSE): Unknown error

I googled it and found it was a problem with the registry but I couldnt download anything to check it, anyway I messed about for a while cleared cookies etc and Im not sure how or why but everything went ok again, I tried to download cc cleaner and I cant download anything, Ive checked in my downoad folder and the downloads are there but it says unconfirmed download and I cant open/run them??

ANy help would be appreciated

EDIT it seems a lot of people were haveing problems this morning, so maybe that explains why it suddenly fixed itself, but not the download problem?

    Ive managed to download in ie the security setting was too high, how do I change it back to normal in chrome?
