How much to replace spotlights!

An "electrician" used to live in my house and put spotlights in everyroom! We are wanting to remove these and put ordinary light fittings in? does anyone have an idea how much this would cost?
Also, taking the lights out is going to leave holes everywhere so would need all my ceilings replastering, again does anyone have a rough idea how much this would cost?
