best way of ringing canada???

hi all you mse`rs out there i was just wondering if you could be of any help,
my brother has recently emigrated to canada and my mum is spending a small fortune ringing him nearly daily as she is worried about him (we are talking about a 6"5 more than capable 30 year old soldier here!!:rolleyes:) anyway my question is what is the best/cheapest way to ring canada from the uk so i can save my "doting" mother a fortune, thanks in advance:beer:

do they both have a computer, she could use skype. Or I see tescos are selling pc phones for about £12.00 which link to pc then all calls are free. Thats if i read the advert right.0
