I have just printed off the forms from NS&I cos I'm going to cash mine in. I haven't won so much lately on a holding of £11k so am going to put some into a lloyds vantage account and earn 4%.

True, but with £10,000 and a 2.8% plain no notice account, say Halifax Web Saver Extra, a basic rate tax payer would earn £200 in one year (in fact £224), and £450 with compounding after two years. Either way PB's are a small gamble in real terms.
PBs aren't bad, they are a bit of fun, you do have that remote chance of a big win, and you're only gambling the interest (£450 here). However, it does seem that most people will do a lot worse than a savings account, and only a lucky few will do much better.
