    If you for example turn someone elses water off, they may be on a dialisis machine, reliant on water for other forms of medication or care, they might also have an emersion heater on that would burn out. I'm afraid that you would then be liable and the consequences could be far worse that 3 years in jail. Give me a break

    The Portsmouth Water Co will fix a leak free of charge even if it is after your stopcock. I don't know if other water companies do the same.
    I can afford anything that I want.
    Just so long as I don't want much.

    phone up your local council private sector housing team or otherwise known as Environmental health - Housing.

    They will get the landlord to either fix it within xx hours or if they wont and if its causing 'nuisance' (in the legal definition) they have the power to force entry, turn stoptap off (or otherwise repair), change locks and then bill the owner for the privilege..
