Croatia,Montenegro,Istria?

Just come back from 1st visit to Croatia.Found it really good value for eating out,lots of healthy fish and seafood if you like that,which I do.Now looking at next visit.Someone told us Montenegro is expensive by comparison (Euros they said),also heard Istria mentioned a few times.Whats anyones opinions who has been.Where is Istria,and how does Bulgaria fare for accommodation.I can do 2star but its got to be clean and modern-usually prefer self catering studio with basic cooking facilities ie tea and coffee and a fridge.

Istria's the very northern part of Croatia - In fact it used to be part of Italy and has some strong Italian influences. On a couple of occasions I've flown to Trieste and got the bus from there.
I've travelled extensively in Croatia, which used to be cheap but now is getting quite expensive. Montenegro is now cheaper (even though they use the Euro) and mass tourism hasn't yet returned there. Kotor's my favourite place - a mini Dubrovnik at a fraction the price! Go on "Google it" you know you want to?
