    You could try and claim against him, but this all happened sometime ago, and he has won a legal case against you and you paid out. It just doesn't go in your favour. Not attending that last CCJ hearing was a mistake.

    Cheap quote, cash only, off the books... Yes its cheaper but serves no guarantee of the work done. Needs to be on the books.
