Is Planning Permission required for Pigeon Shed

Unable to sell my house mainly because the house next door has two pigeon sheds in the back garden.
They did pull one down this week and i thought hooray but they've now erected a new one in its place.
I phoned the council and they said they don't have planning permission for them and i could make a complaint and an Enforcement Officer would call and either tell them to apply for Planning Permission or to remove them.
But if i make a complaint and the outcome is that they've only got to apply for Planning Permission then i'm still stuck and they know someone has made a complaint and they'll know its me.
Anybody offer me some advice

Living next door to Jack Duckworth would put me off buying a house, for the noise/mess issues.0

I wouldnt really care much about the planning consent issues if I were viewing your house, tbh it would be the bloody pidgeons that would put me off - legal or not. I lived in accomodation linked to my job a few years back and every other house kept the blooming things in their gardens.
Pidgeon poop all over the washing isnt my idea of fun.... sparrow hawks ftw!0
