it depends a little on the version of windows that you use ( that is presuming you use windows and not mac OS

for xp it is roughly -
right click on the desktop , select properties and then the desktop tab and click on customize and change drop down or tick box for the recycle bin
( not exact as no xp machines in house to check ! but if you cannot do it let me know and I will check )
for windows 7 and should be similar on vista -
right click on desktop , select personalise then change desktop icons and tick recycle bin then click ok0
