Sorry that's your decision along with your sister. Best bet is to sit down and work it out. Ring the LA and ask for a trial assessment on both options.
Be aware the landlord may not accept people on HB so may want your sister who is working to be on the tenancy as well“You’re only here for a short visit.

You give them all your income details etc and they tell you what you may be entitled to
Some LAs won't do trial assessments so ask them , if not try the entitled to website
