Thankfully I had some advice from a much more understanding and politer member and managed to solve the problem with their help.
I suggest as this is a site for helping people solve problems that you change your attitude when offering help or don't bother giving advice at all!!

If its fraudulent use of a credit card all you need is proof of posting to defend it. Phone paypal and speak to them. Sometimes they don't understand there own rules you will then just have to fax them a copy of the POP. Then you should get refunded0

Jemma-T has obviously never tried to telephone Paypal.
Yes, if a company has reasonable customer service and operates in a professional manner then there is a reasonable chance that a telephone call can resolve a problem. But Paypal is not like that. People like Jemma-T should refrain from giving advice when they do not understand the problem.
Oh: and it took me all of 20 seconds to understand the problem facing the OP, so Jemma-T's comments about his lack of clarity reflect more on her own intellectual abilities than his.0 -

I had a similar problem a couple of years ago.
I sold a camcorder on eBay, cleared payment from a verified UK paypal member, posted it RM Standard Parcels, proof of postage all FINE.
The buyer, who's English and understanding of a basic postal system was poor, complained to PayPal saying she never received the goods.
I sent PayPal PoP but it wasn't good enough, my PayPal account was still overdrawn. I must have emailed and phoned PayPal a dozen times asking them "Have you ASKED the buyer whether they've CHECKED at the local ROYAL MAIL DEPOT, and have they confirmed either way to you????"
Neither PayPal nor the buyer understood the concept of having missed a delivery and having to go to the depot to collect it. They just didn't get it. So I was screwed over.
Thankfully a few weeks later I got a shirty email from the buyer to say "You've no idea how far I had to walk to get my item. I've told PayPal about it and they've released the funds to you but I'm not happy about how far I had to walk".... What a cheek!!! Ruined my PayPal reputation (which is now squeaky again but still) and nearly stole my old camcorder and money because an international payment processing company didn't understand the concept behind GOING TO A DEPOT TO COLLECT A MISSED DELIVERY. Jesus H....

Ignore all comments re: Proof of Postage, this is fine if you need to / can claim for lost items from the Royal Mail insurance but it is useless for Paypal.
In order to qualify for the Seller Protection Policy you need the following:- "Ensure that the item is “Eligible” for Seller Protection, as displayed in your ‘Transactions Details’. Your ‘Transaction Details’ are in your PayPal email receipt. You can also find your ‘Transaction Details’ by logging in to your PayPal account, and clicking ‘Details’ next to the relevant transaction
- Send tangible goods.
- Post to the address provided in the "Details" link in your account history
- Retain proof of delivery that can be tracked online, such as Royal Mail’s Recorded Delivery. If your buyer picks the item up in person or you cannot provide proof of delivery that can be tracked online, your transaction will not qualify. This includes items posted with first class postage
- For items with a value of £150 or more, you need to provide proof of signature from the recipient
Post the item within seven days of receiving payment - Only accept payments in full from a single PayPal account
- Respond to all PayPal enquiries within the deadlines as disputes need to be resolved within a specific timeframe "

Ebay and Paypal hold a monopoly over internet auction market.
So they bully us all and we can only sit back and take it. No other auction site has the exposure of ebay so its harder to sell things for competitive prices without using ebay.0 -
I refused to use Ebay at the point PayPal became mandatory.
In my opinion, PayPal operate on the fringes of the law and i wouldn't give them a penny.

How about you bought something from a famous High Street store online.
If it didn't arrive, but they proved they posted it, would you just let it go or ask for a refund.
The problem is, too many people use Ebay/PayPal without any knowledge of the pitfalls involved.0 -

True, the whole structure and procedure regardning refunds leaves sellers open to fraud too.
I no longer sell expensive items on it, just cheap games, clothes, CDs etc
I used to buy and sell expensive guitars (£1000+) on ebay 4 or 5 years ago, wouldnt dream of it now.0 -

Jemma just gave you some advice and was being helpfull no need to shoot the messenger im afraid,
and she does have a point because i talk to paypal quite a lot because there whole disputes process can confuse the most intellengent people on the planet, if the number your using to contact them try google the say no to 0870 site type the paypal number and you will find 10 different numbers to try for your problem,
i had the same problem because i do ebay and sell online digitial products, regardless of the sitution, if you can prove you posted items your working to paypal policys because you posted a phyicial item to the customer, it is was a ebook then yeah they buyer had more rights because it was not covered, paypal cover that as intangable goods,
