Adding height to a concrete base?

Hi Folks

I have a condemned garage sitting on a concrete base. The base has been there for years, and shows a few signs of cracking, but it looks like the movement was some time ago. I want to put a new sturdier garage onto the current base, but the issue is that the current base is flush with the surrounding area, and due to flooding I want it to be at least 3 inches higher.

My question is: Can I simply add an additional 3 inches of concrete to the current base, or do I need to dig the lot up and start again?

    as long as the present concrete base is deep enough, i dont see why not.
    i would put some reinforcing mesh into the new base.
    Get some gorm.

    and drill some bar into the existing base to tie old and new together
