I wouldn't worry about it - the only concern for me would be that your fellow housemates are alright about your girlfriend living there!
The council won't find out about this. You just need to ensure that your landlord/estate agent doesn't know about it. But say they did come 'round for an inspection and your girlfriend was there with all her stuff; all you have to say is that she's staying for a week or two. There's nothing wrong with that. You're allowed visitors!
For our first degrees, my girlfriend and I used to see travel between Exeter and London every weekend during terms 1 and 2, and then in term 3, I would go to her house and stay for the whole time, because I only ever had a couple of exams and no lectures in the third term.Technically that constitutes 'living', but who in any kind of authority would ever know what was going on?
The chances of your landlord finding out are extremely slim; of the council even more so. I really wouldn't worry about it.
Also - last year my housemate gave his room to his friend for the last four months of the tenancy, because he was going home to find summer work. Technically, that's 'living', but again, who the hell would ever know! If your landlord is as dopey as the one I had during my first degree and the one I've got now, then you really don't have a problem. Just use the, 'She's staying for a week or two', but I really doubt they'd care anyway. I met my girlfriend at the start of Year 13 in 2001. She went to university in Exeter and I went to London in 2002. We saw each other every weekend for the three years at university, and now we're doing our Masters at the same university, and living together with another housemate. This August we're moving in together 'properly' when we start our careers. Five years together this November... :eek:

I met my husband in Freshers week at uni, then spent three years of uni living with my boyfiend before realising it was not working out and started dating my husband (just as we both left the uni and moved 400 miles apart for work!).
It is very funny how things work out0 -

We havent been going out too long ya see, but we're both so into each other its quite scary. Like we just love each others personalities/lives etc but compeltely.. i.e theres nothing we dont like about each other and no arguments at all in 3 months... (apart from joky ones, like which celebrity tv people are hot.. shes obsessed with sawyer from lost.. diff story though)
Atm we are just mad for each other and both want to be with each other for life and no end...just hope it happens!! and hope living with her will be as amazing as i think it will be

That's how I felt, MercilessKiller. As long as you both want the same thing, then you won't break up. You'll have arguments every now and then, but you won't split up if you both love each other.

It almost certainly violates your tenancy agreement.
I would worry about that before I'd worry about council tax.0 -
Course not what you want to hear, but some things are just worth waiting for. Do it properly , she will feel more secure and you wont spoil it!0
