Absolutally ahll - and not everyone that has had a "bad experience" really has had a bad one but it is the circumstances that they dont like.... the classic one is on cases of disputed liability when it goes to court and the insurer doesnt get the result that was wanted... no matter how well the insurer has done a large proportion of customers would still say it was a bad experience.
The other thing that people can compare, and far too frequently dont, is the other costs involved in insurance - eg a friend changed their address with the AA recently and they charged £35 admin fee plus an increase in actual premium.... majority of insurers do charge admin fees, most are 90% pure profit but to me £15 or less is ok... £35 is totally unacceptable and the price difference can easily make your "cheapest quote" no longer the cheapest. You could of cause cancel instead but then that is a £30 fee too
