Bereavement Allowance - ex-ex-pats

Hi guys,
Does anyone know if a widow is still entitled to Bereavement allowance even if the couple have lived in Spain for 3 years and were in the process of moving back to England?
My father in law has recently passed and always worked full time pre-Spain so paid NI all his life - bar the last 3 years.
I'm trying to just find out some bits of information to help with her relocation (she'll be living with us for a while till she settled back) and I can't ring the benefits agency as I have no exact details and now isn't the right time to ask the family for details.
Thanks in Advance

She could claim Bereavement Allowance even if she were still living abroad, as long as she fits the other criteria.0

I assume she is under pension age.0
