No Claims Discount - proof needed

I recieved a quote for insurance for £137 from "One Call". I quoted a no-claims bonus of 9 years (seeing as how I've been constantly insured for 9 years since my last claim, and since then have been accident/claim free). After purchasing the insurance I was asked to send in proof of no-claims (which consisted of the renewal notice from my previous insurer - Saga). After doing this I was sent a bill for £37 from "One Call" because the renewal quote from "Saga" stated full no-claims as 60% / 6 years. On enquiring to "Saga" regarding this, they said "It's the maximum they give".
I paid the extra £37 to prevent the "one Call" insurance being cancelled.

Now, my question is this :

Is there anyway that the insurers can check how long it's been since my last claim (through their own accident/claims data base) in order to prove how many years no-claims I have ? Or, do I have to keep all my renewal quotes from previous insurers, and then send copies of these to future insurers in order to prove how many years no-claims I have ?
OR
Is this as I suspect, a scam used by insurance companies to make it harder for people to purchase "compulsory" car insurance without being able to take advantage of no-claims discounts for the true amounts of claim free years of driving.

I'd appreciate any views/help with this matter.

    One call do have this notice on their website regarding NCD:
    Please be sure that you can provide evidence of your No Claims Bonus before confirming the number of years on the quotation question set.
