do vanquis still decline people after proof of id and address has been submitted?

The only time they would decline you after requesting proof of ID is if the ID is "improper" - i.e. not what they asked for, suspected fake, wrong address, etc.

I sent tv licence and water bill is that okay? Oh plus they took passport number over the phone.0

TV license no, but Water Bill is proof of address and Passport proof of ID, so that should be hunky dorey
