Insolvency Service - only paying minimum?

Hi,

Wondering if someone could please help me?!

My partner was made redundant in August, after several months of meetings etc the company has gone insolvent but he is unable to pay employees what they are owed.
Therefore, all what he is owed - notice pay, unpaid wages, redundancy etc is being paid by Insolvency Service but it is all at basic pay!

We were told by Citizens Advice when filling in all the RP1 forms etc to work out the pay by getting an average of his wage over the past 12 months. He pay was hourly based, with overtime. But Insolvency is only paying the basic pay! Is this right?
My partner never did just 40 hours a week! If he had done just the 40 hours a week we would not have struggled to pay for bills etc.

Does the Insolvency Service only pay out basic pay?

Any advice please.
