Chinese website... Reason to be concerned?

Hi,

I make no assertion about the following link only an observation and a theoretical assumption of a hypothetical possibility based on my observation.
While searching for info on the abbey zero card I came across this site http://www.cqdx.gov.cn/Faq/CreditCard/200909/4939.html
Now given the recent press on hacking google what is a.cn and a .gov.cn no less doing reposting forum messages posted on uk message boards?
Is it only to earn ad revenue or could something similar be used to collate information on forum posters to target them with a directed sophisticated phising attack.
Any opinions?
