Airmail - DNR

Not sure if anyone can help or not.
I posted a consoile game on the 12th of Jan by Airmail to Germany. I received a delightful email this morning from Paypal (DNR) stating that the buyer hasn't received it. If it was a UK delivery I would accept that by now it was lost. Being an Airmail item I am not so sure.
Does anyone have any ideas or knowledge on any disruptions that would add this long to a 3 day delivery? It did stop snowing over a week ago now ;).
Also if I need to claim from RM do I claim for the item sold cost or item original cost?

    If a full chargeback has been opened you have around 10 days to either prove delivery or refund.

    I find German items take around a day or two longer than in the UK usually, obviously there are aways exceptions.

    It is at the stage where Paypal have held the funds. While I accept that the item may be lost, I just feel that Paypal is way to heavy handed.
    After using ebay for 9 years I think I maybe leaving them now. My first lost item in that time and the buyer goes straight through Paypal and doesn't bother even checking with me first.
    Also this was an item of software that if posted within the UK which means Free P&P but you can charge for international. Who is going to pay £6+ to get a game delivered to then prove that it was delivered.

    But in a few weeks you can claim for your loss from RM with a CoP.

    Which from my perspective is fine. I just don't like how after so long Paypal doesn't take into account how people have conducted themselves.
    Never a day goes by without some one being scammed or Paypal\Ebay not considering the sellers side of a story.
    There should be some kind of middle man before the heavy handed approach comes in ie allow for dialogue between seller\buyer based on previous feedback, regularity of activity, longevity of account.
    If I had a simple email from a buyer saying I am concerned that my package hasn't arrived my soap box would still be gathering dust. The fact that Paypal holds my account and throws the key away straight away has annoyed me.
    For the record I have no intention of not issuing a refund where warranted.
