Don't quite know how you can get to MSE without explorer but here is a link that may help you
http://forums.techguy.org/earlier-versions-windows/255927-inetcpl-cpl.html
It has an artical that starts "If you just wish only to install the latest version of the Inetcpl.cpl and Inetcplc.dll files, you can do so as follows:" ...etc0 -
well i managed to stop the error message coming up but now ie 8 just wont open at all0

some stuff there to try
I'd start with resetting it to default
http://windows.microsoft.com/en-GB/windows-vista/Reset-Internet-Explorer-8-settings
(same for Vista or XP)- Click this link:
Reset Internet Explorer settings
! - In the File Download dialog box, click Run, and then follow the steps in the wizard.
- In the Reset Internet Explorer Settings dialog box, click Reset.
- When Internet Explorer finishes applying default settings, click Close, and then click Close again.
