Turning a radiator back on

I had a radiator off the wall to tile behind it. Its now reconnected but does not appear to have been turned back on. Its full of water, no air but I'm unusure what way to turn the taps and in what order to turn them so as it works again and I dont imnadvertantly wring them off or anything - they certainly seem more than finger tight right now

The Lockshield Valve has a removable plastic cover over the top. You turn this first anti-clockwise to open the valve
Then turn The Manual Control Valve anti-clockwise this is the valve you use to control the temperature of the radiator.0 -

Unless the rad is fitted with a TRV of course.Then turn The Manual Control Valve anti-clockwise this is the valve you use to control the temperature of the radiator.

Except, I wasn't the one who took it off, just the one who put it back on, so had no idea which direction to turn in.

Yes for the wheel head valve (flow pipe), If you have a TRV on the flow turn it to settng 3 initialy. In the absence of knowledge of where it was set when the system was last balanced the LSV (return pipe) should be opened initially approx 1 turn. Any more and you may well affect the other rads. If the rad gets too hot then the LSV can be closed a bit, if not hot enough then max 1½ turns.Turn it until it stops.
They will be closed more than finger tight because they were the only thing stopping the CH water coming out all over the floor when the rad was removed.
Are you certain/happy that you have made the union to the rad tail correctly. If it starts to weep when you open the valve close the valve again and nip it up a bit further.
