Claiming health care costs

My daughter rang the place for claimimg health and dental care costs regarding a change of student address. She has a new form to fill in but the guy on the phone said that it will work out to her dissadvantage if she puts she lives in the student accom all year round. I dont get that because shes actually worse off because shes paying for accommodation over 52 weeks not 42 now. She hadnt originally planned to stay all year but shes had to due to a nursing placement over the whole summer. I just dont understand why it should work out worse for her claim if shes worse off.

Does anyone know why the guys telling her this?
