no hot water upstairs

Hi guys and girls any specialists out there please help if possible...
We had problems with our boiler before christmas, hot water upstairs but when we used the hot down it lasted a couple of minutes pilot light fired up then the boiler stopped working and went into error mode and stopped altogether. Strangly enough upstairs the bath filled with boiling hot water ONLY when the hot water switch outside the bathroom for the shower was turned off, otherwise the same problem we had with the hot water downstairs occured. This was confusing as this shower switch only works with the electric shower, it is in no way connected to the boiler. The landlord arranged a 'friend' to come and sort it out, it seemed he knew what he was doing and said the PCB needed replacing, so he returned with the part and all seemed well. Only after he left we realised all the heating was working fine, we had steaming hot water coming from the downstairs taps but upstairs the water is only luke warm almost cold to the touch. The water pressure is fine on the boiler it used to come out scalding to the touch upstairs but now nothing.
We have a good relationship with our landlord who is an elderly gentleman and has stated he will get it sorted but that money is tight at the moment and as it is something we can deal with we are not pressuring him to get it done as we have a shower unit anyway to wash in.
Is there things I can do to fix this myself or any steps I can do to check what it may be. Usually I can find problems and fix them myself but this has totally stumped me.
If it helps the boiler is a combination boiler Potterton Performa 24 ECO HE
Just to note the guy who came to sort the initial problem had said that after fitting the new PCB when he connected the white lead to the top of the condenser the boiler did not fire up and work correctly, once he disconnected it it worked fine, he said leaving it disconnected would not cause any other problems and was nothing to worry about, I was unhappy about this but agreed. This was before xmas and my partner is now expecting and miss's her baths so I thought to try reconnect the condenser lead see if it made a difference, all is working totally fine but still no hot water upstairs
Any advise or information greatly welcomed, as long as I have clear directions of things to do im willing to try them?
