A 99 barcode means that it will scan at the till rather than the SA having to put in the amount.

Not strictly true.

The 99 indicates that IT IS A COUPON or VOUCHER and that IT IS A DEDUCTION

ie An amount should be subtracted from the total (and not added to it)

It will ONLY SCAN IF ...

the till is programmed to accept it - not just that it's a 99 but that he rest of the barcode is "DEEMED VALID"

that any and all conditions have been met (eg. if it's 50p OFF beans then you have actually bought some beans - even the correct brand/size etc.)

that the barcode DOES NOT END 000n (3 zeroes followed by any digit) - This is specifically so that the SA HAS to input an amount.
It may be that the amount is £10 or more (an amount to deduct that cannot be specified by 3 digits) or so that ANY VARIABLE amount MUST be entered (either the item's price varies between stores / retailers, OR the coupon covers multiple items/combinations and hence the different amounts to be deducted)
