interior walls , de wallpapered do i need primer

ive taken the wallpaper off the walls , theyre left with patches of bare plaster and emulsion in places
i heard that emulsion can make it frazzle up where the paste has been ??
i want to emulsion the walls after some minor repairs to the plaster , do i need a primer /undercoat first ?
if so what do i need
