So I mean really crawling along, which is why I'm pretty sure the brakes are not locking. I could be wrong, but I thought ABS was supposed to come in during hard braking and perform an auto-cadence (on/off) braking pattern?
This is starting to sound like a possible gearbox problem.
I think your going to have to get a mechanic in the car and demonstrate exactly what the symptoms are so they can look into it more. I don't think we have any hope of solving it on an internet forum.
I think your description of ABS is correct, the on/off action on the brakes is quite high frequency:A typical anti-lock system can apply and release braking pressure up to 20 times a second0 -

You are correct that ABS should only come on during hard braking, however in your original post you mentioned the snow, which does really confuse ABS as there is a tendancy to skid even at slow speeds. If this is still happening, at slow speeds and in dry conditions then as suggested you need to take the car back and show them the fault and take it from there.0 -
ABS on my Zafira is a severe juddering, not high frequency felt through the pedal, the wheels, the steering, and your teeth. Comes on when you press the brakes hard enough to lock the wheels, which isn't much on ice, even when parking if you want to make it by stamping on the brake pedal.0

I had it as well on our Rio in the icy weather, at <10mph round one of the estates where the snow/slush was particulary bad.
As soon it warmed up, and the snow melted it stopped
It scared the heck out of me the first time it happened, as I was only doing about 5mph(I drove round that stretch of road 3 or 4 times and it happened in rouhly the same area every time, as I slowed to go between two parked cars)).
