Strange security change in XP Pro SP3

Hi all,
I had something odd happen on my laptop on Saturday, initially Explorer crashed then not long after I noticed the Windows updates symbol next to the clock. I had them switched off and not to notify me. I checked and it was still set not to notify me? I also couldn't change the Automatic Updates to Off as it was greyed out for some reason. By changing the AUOptions reg key I was able to turn them off.
I then noticed two other odd things, Outlook Express now gives a warning about Active Content and IE 6 has a new Security Zone called 'Your Computer' as below:

Sorry for the bad screenshot, I didn't get round to resizing the image.
I can't find any info from Googling it... the closest shows a different icon to the one I have.
Is this a new SP3 hotfix?
I tried chkdsk, numerous virus/malware scans and sfc and even Microsofts tool to reset security settings.
