In that respect, they've always had a voice. Animals, plants, water are all resources, and wars have always been fought over resources - war being politics by other means. That's what it was called originally. Then somebody brighter than Dubya, (i.e. everyone with a pulse) pointed out it was a rather unfortunate acronym. So it became Operation Iraqi Freedom - OIF being a bit less meaningful and more stupid - which made it more of a symbol than it should have been...As for the war thing, that's the point of the essay - they're not just things to be fought over but have their own basic rights.
