no, by non-humans they mean animals, plants, streams etc. How to give them a voice in politics, whether they can have rights because that would mean responsibilities as well. By 'politics' I think they just mean having a 'voice' and being taken into account, for instance when forests are being decimated, rather than having a part in a political system. In that respect, they've always had a voice. Animals, plants, water are all resources, and wars have always been fought over resources - war being politics by other means. That's what it was called originally. Then somebody brighter than Dubya, (i.e. everyone with a pulse) pointed out it was a rather unfortunate acronym. So it became Operation Iraqi Freedom - OIF being a bit less meaningful and more stupid - which made it more of a symbol than it should have been...As for the war thing, that's the point of the essay - they're not just things to be fought over but have their own basic rights.
