Splash Plastic will cost you £6.99 per year (or £17.88 if you choose the pay monthly option). If your parents want to top it up for you over the internet, they will have to pay £1.50 for each top-up. You will have to go to a Post Office or a PayPoint machine to pay cash into the account.
The Barclays account won't cost you a penny, and they will pay you interest on the money you have in your account. If your parents want to pay money into your account, they can do it using their bank's internet banking without paying a fee. You will have to go to a Barclays bank to pay cash into the account.
The Barclays account is better value, but you will need to go to a Barclays branch to pay money into the account or withdraw it from a cash machine. If there is a Barclays near you, try the Barclays account first as it won't cost you anything. You could always get a Splash Plastic card later.
