Problems with hall walls

Hopeing someone can help me out here!
We have a wall where the paint is coming off and underneath is plaster, quite smooth it's a brown colour. The paiint that is coming off is very thick so I think I need to take it all off. Is this right??
I would like to either re-paint or paper the hallway
Any tips would be really helpful
