not the quality we expected so would like to return. can i do this within 28 days? thanks

Is it faulty?

If not then if it is in the original packaging and un-used the store may decide to let you return it but they are under no obligation to do so.

Its not one of those national geographic one's is it, more like one captain pugwash might use with a tripod?
I got my daughter one and you would be hard pressed to get it to focus on a tree 500 yards away let alone anything outside the earth's atmosphere.
You might go for the "not suitable for purpose" if it has a picture of a planet on the box or try and offload it on ebay.
If it is one of those they are rubbish but they are very cheap and with telescopes you definately get what you pay for.

Unless it is not fit for purpose and was sold as something that it is not - then no reason why the shop should accept it back.
