Air lock in cold water tap - no joy

Quick question.
I keep getting an air lock in the bathroom cold water taps. I have a leasehold flat in a council block and any pipes that are not in the flat should be the council's responsibility. However my arguement has been the pipes lead up to the tank that is in the loft (only council staff can access) therefore my plumber cannot fix it.
But they are saying the problem lies with me as its in my flat. Is there any plumbers that can help me out and explain why this keeps happening and who could possibly be liable for repairs?
