Capital One Taking Long to Refund Positive Balance on Closed Credit Card

I would be grateful for any assistance regarding the best way to go about obtaining a refund from Capital One. I had a credit card with them which I closed a few months ago. Prior to this, I purchased an air ticket for my uncle which he never used and which was refunded to the card after it had already been closed. I called Capital One 15Dec09 to request a refund for the amount returned (£383.18) and they agreed to send a cheque which arrived a few days later and was dated 16Dec09. I deposited the cheque but was informed by my bank that it had been returned unpaid on 30Dec09 and to contact the issuer. Contacted Capital One 30Dec09 who cited a technical error and agreed to send a new cheque. Called 5thJan10, 11thJan10 and then again 14thJan10 as still not received. The last phone call yesterday (14thJan10) they said cheque would be issued but I am really fed up now. Is there some higher authority I can complain to about them dragging their feet? Each time I have called (and spoken to them politely) they have told me 7 working days. From the first call made after first cheque cancelled (30thDec09), I should have received the new cheque by 13thJan10 but nothing yet. I thought there were strict guidelines regarding how long it should take for refunds to be made to consumers. Appreciate your help, thanks in advance.

    When dealing with large companys its best to think in weeks rather than in days.
  • Thanks belle19. I called them again on Friday (15thJan10) but this time I asked to speak to a supervisor. They put me through to a nice lady who said she would ask for a BACS transfer to be authorised (she even wondered why they just hadn't done this in the first place - I did originally request this but was told they couldn't do it for refunding the excess credit on a closed account). Anyway, nice-Capital-One-lady managed to get it done and the money arrived in my account today!

    Was she called Rosie? Most of the foreign ladies at capital seem to be called Rosie. The chaps are all called David, too, IME.
