Rented house - problem getting line disconnected

Hi,
Please can anyone help? I am a tenant in a rented house. The property is being managed by an estate agent who liases with the owners. The property was left to the owners by their late mother.
The phone line was still connected when we moved in on the 1st December. We were assured it would be disconnected immediately. It is still connected despite the owners telling the estate agent they have cancelled it.
The provider is supposed to be Pipex - this is the only documentation for a phone line provider the owners found in their late mothers' paperwork. We have also checked with BT and they do not hold anything on the line.
I myself have rung Pipex who say any disconnection requests are undertaken within 5 working days. The owners say they have signed a cancellation document and cancelled direct debits. I do not know if this line is still on Pipex or with another provider. There don't seem to be any bills going to the owners.
I am keen to get my own line installed as I am having a baby soon, and don't want to be reliant on my mobile.
Please can anyone advise me as to how I could find out the provider?

You dont need to? Just order a new line, dont even mention Pipex. The engineer will disconnect their line and re-connect to your number.0

First check the line is still active (plug a phone in and dial 147017070)
This will read the phone number back to you.
next try to dial out using the number 150
if you get a number unavailable message its a stopped line so no service provider has the line. If you get connected it will be to the current service provider customer service and you will here a message eg thank you for calling pipex or whoever it is has the line.
To get a line yourself just call who you want as a service provider give your details and they can takeover the line.0 -

The line is active, and I have tried the 150 number, but the phone would not connect to that number. I rang 100 for BT who confirmed that they did not run the line.
I have also tried the numbers suggested but they would not give me the number - incidentally I found this on a phone hidden away upstairs last night so at least people can call us!
I have asked Sky to install a line for me, but they have checked the line and said as it is a business line (I don't know why in a semi-detached house!) they cannot take it over unlike for a residential line. They also say they cannot tell who the provider is.
The person at Sky also said we could not get a brand new line installed while the other one is active, but is this not true? I am more than willing to pay for a new line.
