I don't think it is clear from the article what is happening. I assume.
-CHC funding has been reassessed and withdrawn to be replaced by the nursing allowance which is NHS funded.
- The wife still lives in the family home therefore this should be disregarded from any council assessment and as long as other savings are less than £23000 the council should support the fees but only up to the standard funding level.
There is likely to be a shortfall between the standard funding level and the current fees but if an alternative care home cannot be found which will provide the needed care at the standard fee cannot be found the council have to fund to the full level. Even if the council can find an alternative they are under an obligation to perform a risk assessment prior to any patient move to an alternative care home this should take account of the patients physical and emotional well-being.
Either way it seems like the Devon PCT is doing some belt tightening. I did hear some time ago that they had ordered an emergency reassessment of all CHC funded patients in North Devon in order to save costs.
Of course this patient's history and contribution to this country are of no relevance to a bunch of overpaid NHS managers whose only interest is saving sufficient of the NHS budget to pay their own grossly inflated salaries and benefit packages whilst inventing new ways to protect their jobs and contributing absolutely zero to this country.
It seems that once again the elderly are an easy target for cost cutting whilst the able bodied idle are showered with benefits in the name of "social justice".0
