Does the Halifax have a dedicated ISA department elsewhere who will employ more specially trained staff than the salespeople in branch?

That's also wrong. As the refund cannot be re-applied to the ISA if the full year subscription has been used. What should be aimed for is that Halifax restore the position the OP would have been in had the 'error' (assuming) not occurred.
And that is to place the incorrectly deducted tax back into the ISA directly ... which they can do. It will almost inevitably lose compounding from the date the tax was deducted to the date restored (as I doubt they can date it retrospectively). And the OP should look for a one-off compensation to cover that ..... and Halifax need to consult HMRC as to whether than can be put into the ISA ... as this is unusual and isn't covered by guidanceIf you want to test the depth of the water .........don't use both feet !0
