CWP entitlement question

Hi all, hoping someone can answer a quick question for a neighbour of mine please.
She is on Incapacity Benefit and DLA (middle rate care and low rate mobility) and has been to a meeting at the Job Centre to check she's getting all she's entitled to and there's nothing they can do to help her back to work yet. The woman told her she was entitled to the cold weather payment and as it had been triggered in the area she could expect it in the bank soon.
However she phoned to double check this as she'd never had it before and the person on the phone said she wasn't entitled as she's not on a qualifying benefit. Now if she's not entitled that's fine, she's just wanting to find out one way or another so I said I'd ask on here as I've seen it mentioned many times.

I'm afraid that incapacity benefit is not a qualifying benefit.
You may be eligible for a Cold Weather Payment if you get Pension Credit or income-related Employment and Support Allowance with a support or work related activity component in the main phase.
You may also be eligible for a Cold Weather Payment for each qualifying week if you are getting Income Support, income-based Jobseeker’s Allowance or income-related Employment and Support Allowance in the assessment phase and have one of the following:- a pensioner premium, higher pensioner premium or enhanced pensioner premium
- a disability premium, enhanced disability premium or severe disability premium
- a disabled child premium
- Child Tax Credit that includes a disability or severe disability element
- a child who is under five in the family
We made it! All three boys have graduated, it's been hard work but it shows there is a possibility of a chance of normal (ish) life after a diagnosis (or two) of ASD. It's not been the easiest route but I am so glad I ignored everything and everyone and did my own therapies with them.

She got the impression from the lady at the job centre that her DLA would count as a disability premium. Her son claims carers for her as he does the majority of caring for her so she'll not be entitled then.
She didn't think she was as she's never had it before, but she just wanted to check.0
