    I have her address but apparently her husband is mentally ill and has currently locked her out of the house. She is living with her parents at the moment, apparently..

    RENTING? Have you checked to see that your landlord has permission from their mortgage lender to rent the property? If not, you could be thrown out with very little notice.

    No, we weren't told in writing and she definitely didn't say anything about electricity.

    I found something about her having access to the top of the garden (where the pigeon building and shed are) in the inventory but it isn't in the contract or optional clauses and we didn't sign the page that says she can have special access to the garden.

    What holes are in the contract? Have you checked with the three schemes whether your deposit is protected? What is she going to get to you in writing? Have you considered getting things to her in writing?

  • Get her to fit one of these so you can tell how much she uses in the shed.

    That way you can tell exactly what she uses.
    I would maybe turn the power off first and then when she asks whats going on suggest the above.
    She is going to have this same problem each year and electric heaters are expensive to run
