No hot water from BAXI WM30/40 F

The heating system is ok, however there is no hot water. the boiler is not not a combi, looks quite old, model is BAXI WM 30/40 F.
I just recently bought this house, and didn't check if the boiler is working.
yeasterday I called an engineer to see the bolier, and he turned on the bolier, and check the radiator and the heating, but he is not sure why there is no hot water. can anyone help ?

make sure the 2/3 port valve is working.
you may/should have one similar to this one.

Where is the 2/3 Port Valve supposed to be ? The wall mounted boiler is in the kitchen, and there are 4 pipes from the boiler to the loft where two tanks(Cylinder) are located. ( one for hot, and one for code water). the 4 pipes are 2 bigger and 2 slimmer, and the 2 bigger ones are not very hot when the engineer told me they should be very hot. ( will upload a picture later).
also could it be a problem related for the pump ?
I am not sure if I should call the engineer again ( he is corgi registered ) or find another one.0 -
The 22mm pipes are the flow and return from the boiler. the 15mm pipes go to the feed and expansion tank (small cold tank).
You need to find the 3 port valve, possibly near hot water tank. When the boiler is in CH mode, the flow goes to port AB and out of port A. If this is working ok, then pump is ok. Turn down roomstat and turn up stat on hot water tank. set programmer(timer) to "hot water on". Get a friend to watch the 3 port valve. He should be able to hear the valve and see the small lever at the side moving. The boiler and pump should start. After a couple of minutes, feel gently the pipe at port AB with the water diverted to port B.0
