Should my lower roof be insulated ?

Please excuse my ignorance here.
At the front of my house there is a lower roof over the downstairs bit that sticks out about 1.5m/2m further than the upstairs. Same as this

Thing is, its really cold, had a look through a recessed light hole and there is no insulation, and a bit of a breeze coming through the light hole.
Would like any advice as to whether it should be insulated or not, before possibly phoning developer out to do it.

they maybe no insulation in the overhang bit, (as you saw it) but the part that sits on the main house should/will be insulated.Get some gorm.0

Yes that is the way it is, none in the lower bit, main house roof insulated.
So it is normal then ? its just the dining room at the front is pretty cold.0 -
I think the builder should have done it when the house was built, but it would be difficult to do now without pulling the ceiling down.Liverpool is one of the wonders of Britain,

No, that is not normal, it should be insulated, I would complain to the builder.0
