pcn notice query

hi all, am new to this thread (and am glad it's here :-)
My husband has seemingly parked in a restricted bus stop outside our local co-op & got a fine. He was actually parked in the loading driveway part of the road not the bus stop and had previously checked with co-op staff that he could park there whilst in shop, as it is their property & he is a regular customer they had given permission to do so. When he exited store he saw the cctv camera car parked opposite (on double yellow lines btw) & took a photo of them illegally parked.
My initial query on this PCN is: there's a space for them to have put tax disc no. & tax expiry but neither is completed. Do they have to provide these details for a valid PCN to be issued?
2nd query: vehicle observed on 31/12, PCN issued 08/01, received 12/01. Is there a time limit in which a ticket should be received after incident occurred?
3rd query: is the cctv camera car allowed to issue penalty tickets whilst they're themselves illegally parked?
It is now the third time we have received a PCN from this place & I've not contested before but am tempted this time as we had permission to park in the spot he was but would like to check that the traffic management team have done their job correctly on all parts of the PCN before attempting. No photo has been included with PCN.

    First Question, was the ticket issued by the Council or by a private parking company?

    If it's the latter you can/must just ignore the ticket and all threatening Debt Collector letters that follow. They will give up and go away; you have not committed any offence and owe them nothing if this was on private land. See my signature.

    If this is a Council ticket then you can't ignore it of course. For advice on appealing that, you'd be best to post a pic of the front and back of the PCN, without any ID details but including all dates and small-print.

  • There seems to be a plethora of these reg 10 tickets lately. Before any advice is given get pics of the bus bay, any signs relating to it, pic of the side road you refer to and lastly both sides of the pcn/nto (they are the combined for reg10 tickets)host on tinypic and post the url including the [img} bits. Choose the forum option before uploading pics.
    If no-one on here can help you'll need all these if you go to pepipoo.com.
    Cctv cars, unfortunately, seem to be able to park where they want to do the deed, however there have to be signs in the general area advising that cctv operates there.
    They don't have to have tax disc details but if they do have them they must be accurate.
    It won't hurt to contact the manager of the coop and get it in writing that they own the land as its possible they misled you.
