More deposit dispute problems - Scottish system

My girlfriend and I live in Scotland (so no tenancy deposit scheme).
We moved out of our previous flat before Christmas. I was actually on a work trip abroad for three months, so wasn't able to help my girlfriend with moving out (which I feel bad about, but I have done similarly for her in the past). She cleaned the place throughly, but did not, unfortunately, take photos.
The agency have kept £200 of our £800 deposit. They claim this is for cleaning and for some broken lightbulbs, and have provided receipts for the sums they have paid. It's possible that the lightbulbs were broken (even though I don't remember this been the case), but we really don't think the place needed cleaning.
Somewhere in the back of my mind I'm under the impression that the agency have to have us agree that cleaning or similar is necessary before they carry out the work, and that the burden of proof is with them. Is this true (or is it just the case in England and Wales)? Or have I got that wrong?
All advice is very welcome.

Have you checked your contract to see if cleaning is mentioned?
Although not quite the same scenario I often rent out private cottages/holiday homes abroad for holids and it's fairly standard for the tennant to have to pay for professional cleaning at the end of the rental period.0 -

Perhaps you should add the word 'Scotland' to your thread title? Most of the regulars are more familiar with the system in England and Wales - you probably want to catch the eye of Artful Lodger. Have you used Google?

And yes, I've read the Shelter page you link to. I seem to be at the stage where they suggest going to a small claims court. I will go to the CAB shortly, but wanted to post here as well to see if anybody has any recent experience or advice.0
