    Why don't you ask the vendor to explain anything you don't understand in the HIP? What did the Homebuyer's Report recommend and why didn't you have a full structural survey if you knew the extension had no warranty? Surveys usually recommend you get other experts to look at anything of concern, e.g. heating engineer for boiler.

    I would direct these queries to your surveyor direct - on the phone he'll probably give an opinion, in writing he'll hedge around.

    For what it's worth I wouldn't be very concerned about any of the items you raised.

    Yes - maximum height for any wall is 2 metres (about 6.5 feet) without needing planning permission from the Council (unless it's adjacent to a highway, in which case the maximum height is 1 metre - any higher needs planning permission).
