Insurance Claim Question

Hi, This weekend I found I had leak somewhere in my bathroom. I found this out because my bath mat was soaking wet in the morning before anyone else got up. I then noticed that all the grouting on the floor tiles was wet.
I think I have traced the leak back to the toilet. I cannot 100% confirm as the leak, if it is there, is tiled in behind the toilet. The reason I think it is the toilet is that I have turned the water to it off at the isolator and empted the toilet. The grouting now seems to be drying.
I called my insurance company today who told me that although they would cover the damage caused by the leak they would not pay to get the leak fixed. That is fair enough. They also said that if I have to damage tiles to get to the leak they will not pay for the tiles. Ok I can understand that.
What I cannot understand is that the water has got between the ceramic floor tiles and the chipboard floor under it. The water has also gone through the chipboard floor to my lounge ceiling. The chipboard floor will probably swell and will need replacing but the insurance company are telling me that although they will pay to replace the chipboard floor they will not pay to replace the tiles as they have not been damaged by the water. I did explain that I could not get to the damaged chipboard floor without taking the tiles up but this made no difference they will still not pay to replace the tiles.
Does anyone have any idea if this is right or is it worth me agruing the point.
