Many lenders and their agents use tracing services provided by the credit reference agencies so will eventually find customers who have moved address owing money without telling them, unless the customers change their name and date of birth of course. As far as the electoral register is concerned, the full registers (which everybody eligible person should be on) cannot be used for debtor tracing as far as I'm aware, but the edited registers (which you can opt out of) can.
