just been viewing my new flat with the council and the meters have debt on them, noone has lived there for about 7 months as they had to do something to internal walls so its been full of builders(to my annoyance) and looks like the electric has been damaged, what do i do?? do i need to pay for a new meter?? will they send an engineer round to sort it out?? do i have to pay for it??

money is tight and cant really afford to pay for a meter replacement

Regarding the debt on the meters, when you move in, contact the suppliers who will arrange a new payment card/key that will wipe off the debt on the meter.

Don't use the previous occupants card/key else you'll be paying off their debt.

Regarding the damage to the meter, yes only the supplier (or their agents) can repair/replace the meter. The supplier will advise if there will be any charge. As you have notified the council as to the existing damage, then the council shouldn't have any issues paying any amount the supplier may charge.
