No Delivery - Seller now not registered?

I won auction for bike jacket Xmas Eve. Paid with Paypal via Visa card.
Let xmas period pass and no jacket delivered. Emailed. No reply. Looked again at feedback on seller - and now noticed red ink next to name saying "Not a registered user". Alarm bells rang and I filed with Paypal and Ebay.
Judging by the recent posts here it looks like I have lost my £30 plus £10 delivery.
Can I get a refund through my Visa card (Nationwide)?
Or should I just forget it?

Can you not do a chargeback through Paypal?
If not then depends on your card I would have thought, you may be very well covered on your credit card, but I don't think debit cards offer the same protection.0 -
Thanks for quick response.
I just had a look at the paypal site, but cant see how you do a chargeback. Is there a link/menu?
The resolution centre lists the complaint status as "waiting for seller reply" - I dont think she will.....*************************

If you have the statement 'waiting for resolution' showing on your paypal account then you have started the chargeback process. Ie you have claimed against them for non delivery.
The seller now has 10 days from the date of your complaint to prove delivery, if he can't do that then paypal will find in your favour and if there are funds available will re credit your account with them. However, if they can't recover fuinds from the seller then you will unfortunately lose out.
Meanwhile I would always suggest starting a claim against your credit card. They always try to deny liability to hope you will go away, but definitely persue them.
A claim via ebay is seldom worth the trouble as even if they can recover any of your money they will take a percentage of it. Stick with paypal and the credit card company.
Good luck

You may still find that the item will turn up.
Last April I bought a 128mb MP3 player from a seller in Hong Kong, paid straight away with Paypal. Next day when I went to check seller they had the *not a registered user* sign by them. I emailed and didn't get a reply and thought the same as you, yet a few days later the item arrived.
I may have just been lucky, the seller never did respond to my emails though.Welcome, rogerramjet.

It looks promising - I had a message tonight explaining that her pc had been down and will post shortly.
Whatever reason, I have a better feeling.
Thanks for all the good tips though. I like the one about click to pay by cheque first so you get an address - worthwhile.
I'll update when it arrives....

I'm with Roger on this one, ebay kicks people for a number of reasons. I bought a DVD froma guy who was kicked a coupel of days later for "unauthorised URL usage" IE he advertised his own webpage on the auction without telling ebay (and paying for the priviledge).
The DVD took an age, but turned up eventually....0 -
5 weeks on I got my jacket today, as described too.
Relief....!*************************
