I know, I know .... I agree with you
I had to get someone out in the end. A good friend (used to do property maintenance) tried all the obvious things. Apparently, the lights were live whether the switch was on or off. In the end, got an electrician out and he found a loose neutral in one of the junction boxes, under the boards in the loft. Shabby job first time around, apparently and the flick of the switch quickly off then on again was a co-incidence and not the cause of the problem
Thanks to all for the suggestions. I don't mind trying the most obvious options, if only to eliminate them, but there comes a point where you "gotta get a man in"!!
