    No lincroft, the test for being exempt from rates is whether or not the organisation occupying the building is a registered charity. Promotion of religion is a charitable purpose, so most churches (and mosques, gurdwara's temples, etc) will be registered charities if they have any sense.

    Most charities don't exist to give any funds out to anyone else. The fact that this church does is nice, but it isn't necessary. Would you say that MacMillan Nurses should give funds out to other organisations? Or the NSPCC? etc etc. No, their money is for their own work. So is the church's.

    I am referring to exemption from being rated as opposed to being rated but exempt from paying rates
